President
Tammy Pham Ms. Pham is employed at the United States Patent & Trademark Office. She received a Juris Doctor from the Catholic University of America and a Bachelor of Science in Electrical Engineering from University of Washington. She was previously the President and now serves as an Advisor for Asian Pacific American Network (APANET), the largest and oldest cultural volunteer group in the federal government. She also serves on the Board of Directors for Innovative Sci-Tech and Conference on Asian Pacific American Leadership (CAPAL) and is the Co-Director of Volunteer Management for the East Coast for National Association of Asian American Professionals (NAAAP).
Vice President
Tammi Kalugdan Ms. Kalugdan is a Senior Information Technology Analyst at the U.S. Government Accountability Office. She holds a B.S. in Management Information Systems at George Mason University and a M.B.A. at the University of Maryland. She was an active member of the Vietnamese Students Association during her undergraduate years and volunteered for many charities, events and fashion shows. In her spare time she enjoys playing volleyball, traveling, reading, painting, and spending time with her family and friends.
Secretary
James C. Housel, Esq. Mr. James C. Housel is an attorney for the United States Patent and Trademark Office. He received his Bachelor’s in Chemical Engineering from the University of Rochester in New York, his Master’s Degree in Systems Engineering from Virginia Tech, and his J.D. from George Washington Law School. He was the previous director of International Relief for the Latin American Parents Association and former president of the Foundation. He also serves on the Board of a community non-profit organization.

Phuong Phoenix T. Bui, Esq. Ms. Bui is a patent examiner for the US Patent and Trademark Office. She received a JD from Washington College of Law, MS from North Carolina State University and BS from the University of Tennessee. In addition to being an FCVN volunteer, she is also a CASA (Court Appointed Special Advocate) for neglected and abused children and an active member in Bethesda United Methodist Church. She is the daughter of the late founder of the Foundation, Diep Vuong. She is always on the GO, but will take time out for House and NCIS.

Tuan Van Mr. Van is a Sr. IT Specialist at the United States Patent and Trademark Office. He received his Bachelor of Science in Electrical Engineering from George Mason University. While an undergrad at GMU, he was an officer in the Vietnamese Students Association (VSA) with primary duties involving the planning and coordinating of events and chairing staff meetings.
